“Keeping apartments empty is not the business model of small property owners. But tens of thousands of rent-stabilized apartments across the five boroughs are empty because certain provisions of New York’s Rent Stabilization Law are unconstitutionally capping what we can charge for vacant apartments in order to renovate, bring to code, and place these apartments back on the market after long-time renters move out. As private housing providers, this severely limits our ability to operate our buildings, essentially forcing us to keep rent-stabilized apartments off the market that could be housing tens of thousands of New Yorkers,” said Ann Korchak, board president of the Small Property Owners of New York (SPONY).
